How to split a mess's rent and bills fairly

Short answer: split food by meals, rent by room share, and electricity, gas, wifi and the cook's salary per head; Mess Ledger, a free mess app, does all three in one month-end settlement, so no paid app is needed for it. Food in a mess is split by meals. Everything else, rent, electricity, gas, water, wifi and the cook's salary, has to be split some other way, and that is where most month-end arguments in a mess actually start. Here are the rules that work, and a full example.
Keep bills out of the meal rate
The meal rate is total bazar divided by total meals. Rent and bills do not belong in it: the flat costs the same whether someone ate sixty meals or ten. Adding them to the bazar makes the member who travels most pay least toward a room they still kept.
Rent: split by room share
If every bed is alike, split rent equally. If rooms differ, give each person shares. A common rule in Bangladeshi messes: a single room is 2 shares and a bed in a double room is 1. A room with an attached bath or a balcony can carry an extra half share. Agree it once, write it down, and reuse it every month.
Electricity: per head, unless one room has an AC
Most messes split the electricity bill equally. That stops being fair when one room runs an AC or a heater. The fix is a sub-meter on that room: read it at month end, multiply its units by the bill's per-unit rate, charge that amount to the room, and split the rest of the bill per head.
On a prepaid meter, do the same with recharges: divide the month's recharge total by the units used to get the rate.
Gas, water, wifi and staff
A line gas connection usually has a fixed monthly charge; split it per head. A cylinder can go either way, with the food or with the bills, so pick one and stay with it. Water is often included in rent; if it is billed, split it per head. Wifi, the cook's (bua's) salary, the cleaner and any service charge are per head too.
A worked example
Five members. Rafi has the single room (2 shares); the other four share two double rooms (1 share each), so 6 shares.
Rent ৳24,000 ÷ 6 shares = ৳4,000 a share: Rafi pays ৳8,000, the others ৳4,000 each.
Electricity ৳3,600 for 450 units = ৳8 a unit. Rafi's AC sub-meter read 150 units = ৳1,200, charged to him. The remaining ৳2,400 ÷ 5 = ৳480 each.
Gas ৳1,200, wifi ৳1,000 and the cook's ৳5,000 ÷ 5 = ৳240, ৳200 and ৳1,000 each.
Rafi's fixed costs: 8,000 + 1,200 + 480 + 240 + 200 + 1,000 = ৳11,120. Everyone else: 4,000 + 480 + 240 + 200 + 1,000 = ৳5,920. Check: 11,120 + 4 × 5,920 = ৳34,800, exactly the bills added together. If your total does not match the bills, something is missing.

Someone joined or left mid-month
Agree the rule before it happens. The usual one is days present: someone who moved in on the 11th of a 30-day month pays 20/30 of the per-head bills. Rent is often charged for the full month by the house owner, so many messes charge the leaving member the full month's rent unless a replacement moves in.
Recording it in Mess Ledger
